Tom Freeman

Tom is a senior transportation planning and infrastructure strategy professional with over 35 years of experience supporting transportation planning, capital investment, and project development initiatives throughout British Columbia. His experience includes strategic transportation planning, business case development, multiple account evaluation methodologies, infrastructure investment analysis, transportation-land use integration, and capital program prioritization.

Tom has extensive experience leading and supporting provincial and federal funding submissions, corridor studies, and transportation investment evaluations for major highway, bridge, safety, and climate resiliency projects. He has worked closely with government executives, project managers, consultants, and Indigenous communities to support the advancement of transportation infrastructure projects from early planning through funding approvals and implementation.

His experience includes the management and oversight of multidisciplinary consultant teams undertaking transportation planning studies, economic analysis, infrastructure evaluations, risk assessments, and strategic planning initiatives. Tom is recognized for strategic thinking, strong technical writing, and the ability to communicate complex infrastructure and planning issues clearly to both technical and non-technical audiences.
